FLLoCA is one of the largest climate programmes in Kenya. The World Bank approved a credit of US$150 million for it on 26 October 2021, and a further grant of US$21.4 million, supported by Denmark and Sweden, brings the financing to US$171.4 million. Development partners from Denmark, Sweden, the Netherlands and Germany stand behind it. The programme runs in all 47 counties and is built on a simple idea: that climate action works best when communities decide what is needed in their own wards, and when the money to do it reaches them. Most of the funds go to county and community level, and counties receive their allocations according to how well they meet agreed results.
Civil society has a defined place in that design. Organisations sit on the county committees that coordinate climate action, and community representatives are drawn from the Ward Climate Change Committees. As Chair of the National Steering Committee, Mr Busienei provides national leadership to the civil society organisations that carry this work, and represents their experience in the conversation about how climate funds are planned, spent and accounted for.
Mr Busienei is also the Chair of Inclusive Dialogue, the structured dialogue between Kenyan civil society and the European Union Delegation under the Meaningful Engagement for Transformative Action (META) project, and he chairs the Climate Dialogues and Resilience Consortium. He is the Executive Director of the Centre for Community Dialogue and Development (CCDD).
His experience of bringing community organisations into a large, performance-based climate programme speaks directly to the question that Twende Green Planet asks of every partner: how commitments become action that communities can see and measure. He also speaks at Blue Carbon Action 2026.
